I'd say it's more likely he designed the Final World the way he did to speak to that larger sky influence, as opposed to having cover art foreshadowing something on purpose. It's sky imagery which holds a ton of significance for the KH series. So basically.no, this isn't the Final World from KH3. I believe Nomura confirmed he had ideas for Birth by Sleep in mind when working on KH2 (as seen in KH2's secret ending), but he wouldn't have a more refined take on his own ideas until KH2 Final Mix (as seen in that game's extended secret ending, which reveals the faces of the Wayfinder Trio and shows us Master Xehanort and Vanitas). Eventually, the writer for the games had to use text and words from these trailers in his script to make things connect more smoothly, creating the illusion that everything was planned out perfectly (sort of). He used the secret endings for the first KH game (ASAS and Deep Dive) as conceptual trailers for where he'd like to take KH2. Nomura always knows where he's going next, but in a vague, general way. The truth is, apparently, a combination of both possibilities. There's a huge misconception that Nomura is an intricately detailed mastermind with the entire KH plot laid out in his head already, which is weird because it's also pretty well-known that he makes things up as he goes along.
